Okay, not really. But apparantly, he does have the power to wage war as he sees fit, with neither the approval nor the permission of Congress or the American people.
"The President may deploy military force preemptively against terrorist organizations or the states that harbor or support them, whether or not they can be linked to the specific terrorist incidents of Sept. 11," the memo reads, according to Newsweek.
And this time around he doesn't even have to exaggerate any supposed links to terrorism... it's not even a requirement!
Honestly, conservatives make better pundits then they do lawyers. The article doesn't go into much detail about the twisted legal reasoning behind this, but somewhere in there I'm sure the underlying rationale is "because the President says so." Before we know it certain elements of the Constitution like say... Congress, may be only "advisory."

Did the lawyer go to Jerry Falwell's university?
Sure... unless it's the global abortion gag rule or faith-based initiative or Gitmo...
No... I think you would find most Republicans support those things. It may be a case of ignorance not knowing those come from executive orders though.
Right! Though I actually favor the power. I mean, it makes sense to me that the chief executive can issue "executive orders" (that is, those that apply to the executive branch). That doesn't mean presidents can't abuse this power obviously, but this isn't even to the extent of what the guy was talking about above.
