Why Is the Dallas Jail System Being Investigated?

Simply put, for what amounts to criminal incompetance and negligence. I wrote back in December about how the Dallas County Jail system is under investigation by the FBI for the atrocious quality of medical care for the inmates. Well, Nat-Wu has brought to my attention a few stories in the Dallas Observer that show us what the DCJ has been up to. Here's the story of a man forced to hold his guts in place with a sheet. Or a man whose leg wound was allowed to fester and turn gangrenous. Or a schizophrenic, denied his medication, who hanged himself in his cell.

Charged with overseeing the implementation of justice, the incompetants who work at the DCJ instead have failed the taxpayers and failed the inmates. It's past time to kick the DCJ over like a rotten stump, and clear out the bugs.

Some of that treatment definitely falls under the "cruel and unusual" definition. What's detestable is that this isn't even a situation where a jail staff was vindictive to cop-killers or something like that; it was neglect and laziness, plain and simple.
