WASHINGTON - President Bush (news - web sites) said for the first time on Thursday he made a "miscalculation of what the conditions would be" after U.S. troops went to Iraq (news - web sites), The New York Times reported. The insurgency, he maintained, was the unintended result of a "swift victory" that led to Iraqi troops disappearing into the cities and mounting a rebellion.

I saw that this morning. I think I understand what he means, but the way he says it makes this just another classic Bushism.
But it's a mistaken thought anyway. The cause of this insurgency is because we failed to secure the country with a proper amount of force, which is something that would have happened no matter how long we took to win. The factions in the country and the tensions between them were well-known to us beforehand, and we should have been better prepared to deal with them. Hell, it's not like there was an insurgency in the beginning of the occupation anyway! It took time to develop, time we squandered because we didn't have the forces to capitalize on the opportunities it presented.
