How to make Iraq stable

We've mentioned the idea before of breaking up Iraq into semiautonomous federal districts, but Fred Kaplan analyzes it very well in this article. He argues basically that they must work out a way for the Sunnis to get oil revenue, or the whole thing will collapse one way or the other. Allawi and the admin are against this idea, but I really think Iraq will work best as a federation. The truth is Iraq is made up or three distinct types of people whom were only held together by the brute force of Saddam Hussein. I don't see a unified Iraq working, but a stable federation could.
