Galveston Update pt. II

Five days after Ike hit Galveston, progress is being made in restoring services, but the city still is not open to residents. A policy which permitted residents to return long enough only to assess damage to their property remains suspended, as personnel continue restore power and search the island for the dead as the total loss of life due to the hurrican remains unknown.
